Where's the condo tower for short people?

John Ford points us to a Times article about some real-estate fixer that includes an anecdote about how he came up to Boston to take over a failed (as in foreclosed and with fire damage) condo tower whose previous manager had tried to sneak an extra floor in by chopping a foot off the ceiling height of all the floors:
