Sweating profusely in the back seat of the locked vehicle with its windows rolled up as mom was in a Cambridge Street store exchanging something.

But come on, as soon as they said "Cambridge mom", most people here were ready to stick it to her, and adding "Range Rover" sealed it.

I don't have enough information to know how OK/bad it was.
It sounds like someone noticed an unattended kid in a car, and people had to make sure the kid was OK and render any necessary aid. That's all good.
I don't know whether the mother was neglectful in this instance. I also don't know whether this is a usual thing for the mother to do or something that happened only once.
I also don't know whether the mother normally keeps the kid in a cage in the basement, but there's another stereotype of the (well-heeled) Cambridge mom, which concerns how they treat their kids: doting, overprotective, big on health, big on education, etc.

The woman should've at least had the good, common sense to keep a window open afew inches while she left her kid in the car to go shopping or whatever. Cars can get might, mighty hot in a matter of afew minutes on hot days, with the windows rolled up!
