...it appears to be one of the signs my employer (a private university on Beacon Hill) has spotted around many of our buildings. My own building is the falling ice terror -- one chunk hit a student in the head last year, and she needed stitches. The signs are put up on warm days, often with police tape blocking the danger zone.
So the students (and other pedestrians) duck under the police tape, walk through the danger zone, and ignore the signs. Can't say we don't try.

Caution
At lease that sign makes sense. The ones near my building say 'watch' for falling ice. if you looked up, wouldn't you get a face full of falling ice?
