Wouldn't it be nice if everywhere had so little crime/emergencies/etc. that the police could decide that a guy the neighbors didn't recognize was suspicious?

(I will say though, the Newton Police were very nice and quite thorough when some dumbass backed into my car in Newton and left. The officer ran the license plate right then, gave me the person's info, went to her house and talked to her, and called me and told me what had happened.)

Agreed, This sounds like the sort of story you'd read in the police blotter in some small town in the Berkshires, not a suburb of Boston.

If someone is walking around barefoot in this weather, might it be that he or she is somewhat mentally disabled? That could be the main reason for wanting to find the person.

(Of course, I would hope that if the person appears otherwise sane, that would be the end of it.)

The report says that this guy had been seen repeatedly near a school. Very likely he wasn't doing anything illegal, but also very smart to be safe than sorry when kids are involved, I say.
