That's more than I have in my dorm room. Just buy some splitters/extension cords/surge protectors. I know people (and schools) will say you'll create a fire hazard, but just use common sense and you'll be fine.
I'm trying to think what kind
I'm trying to think what kind of stuff to fill all that plugs. Especially considering I just graduated in May.
1. Laptop
2. Cell Phone Charger
3. Fan
4. Desk Lamp
5. Alarm Clock
6. Microfridge (2 plugs)

I guess many would have a printer too (I didn't past freshman). So that makes 8. If they brought a TV and a game console, that 2 more plugs. Still much less than 16....
Is it per room or per person?
Some of those West Campus rooms that the article refers to are quads. So there might be only four outlets per person. That seems sufficient as long as they can plug power strips into some of the outlets and still have enough current to power everything. If all 16 outlets are on one 15A breaker, then that could be a problem.

Never can have too many outlets and circuits
My desktop computer (and a couple other related items) used two full power strips on its own. That's the main case power, three monitors, usb hub, external storage, printer, modem, router, phone and phone remote, 5.1 computer speakers, steering wheel, etc.
And the PSU on the computer is 1000 watts on top of all that.
