Early morning fire rousts 18 in Roxbury

The Boston Fire Department reports a fire called in around 4:45 a.m. did roughly $100,000 in damage to an apartment building at 185 Walnut Ave.

The fire was confined to a first-floor bedroom in the three-story brick building, the department says, adding some residents were able to return to their homes after the all-out was sounded at 6:05 a.m.

Rousts?

Probably not the best verb for a house fire story.

Roust

means "to forcefully and suddenly awaken at an early hour", which is what happened here. Are you perhaps thinking of "roast" ?

I think he was using the street version

like when the cops show up at the local "Social club" to "roust" the guys inside to see if they knew anything about that big rip off at Logan Airport.
