Boston firefighters responded to 100 City Hall Plaza around 10:30 for an electrical fire in the basement. The fire was reported out about 20 minutes later.

Two ladders fully extended for a basement fire?
Think about a volcano model - what boils at the bottom can shoot out the top - through ventilation, elevator, utility shafts, etc.
Then there is the issue of evacuating a fairly tall building with no working elevators if there are persons unable to use the stairs.
Smoke showing = ladders up. Every time.
