Aside from the obvious one of people having trouble picturing Tom Menino in a getup like that: The Herald had accused Curtatone of being a godless Commie who hates everything that is dear and sacred in America, such as blood-drenched zombies and slutty Little Bo Peeps, because a Somerville school principal dared to suggest that maybe students consider the negative ramifications of Columbus's contact with the native populations.

The best guess I've seen so far is that it could be repurposes post-grad graduation ceremony robes, which he'd have as he earned a MPA degree from Harvard's School of Government earlier this year.
