Make that "overflowing with bags full of dog waste now thawing."

Why aren't people doing this the sensible way, and collect the bags for use as fertilizer?

Dog<>cow

Dogs are omnivores and their waste isn't good for fertilizer. Even herbivores require aging their output before using it as fertilizer.

Last year, during the spring, there was a yard in my neighborhood that looked kind of strange. Before the thaw, it was covered by snow, and I just thought it was clumps of grass that had been tossed around by shovels and other activity. Seriously nasty. I hadn't thought to report them, but will definitely do it now (and have my fellow dog owners/park goers do it too)
