Overpasses put you up into the faster part of the wind gradient, up into the faster debris, and the bridge can increase the wind speed even more by venturi effect between it and the road below.

The bridge is white concrete, all the brown is mud shot onto the bridge by the tornado. You can still see the outlines of victims, who were either injured or killed.
