I sure hope that means exactly what they said it means, and they don't really just mean the peak trains coming into Boston during rush hour.

What is so difficult about

the concept of a quiet car that they have to "phase-in" implementation on all lines over a period of time?

Just declare one of the cars on every commuter rail train a quiet car and be done with it already. And they could have the plan in place by this Tuesday.

I thought it was odd that two different people who commute with young children were looking forward to quiet cars. Are they planning to put the kids on a different car by themselves?
