SUDDEN HEAVY DOWNPOURS WILL OCCUR WITH ANY THUNDERSTORMS LATE THIS AFTERNOON AND TONIGHT. RAINFALL OF 2 TO 4 INCHES ARE POSSIBLE WITHIN A SHORT PERIOD OF TIME.

Same thing that happens to those "ZOMG IT'LL BE WORSE THAN THE BLIZZARD OF '78!" snowstorms that push the French Toast Alert System to "Red" and then fizzle, I presume.
