At about 8:00pm, on Friday, March 23, 2012, as a result of an ongoing investigation for the distribution of heroin, officers from the District E-13 Drug Control Unit (Jamaica Plain) set up surveillance in the area of Walford Way, Charlestown.

Officers observed the suspect’s motor vehicle stop on Walford Way. Officers observed the suspect sitting in the motor vehicle for a few minutes talking on his cell phone. Officers then observed the suspect exit the motor vehicle and motioned for someone to come out of the building.

A uniformed officer approached the suspect who appeared nervous and anxious as he spoke with the officer. Plain clothes officers observed the suspect to be visibly shaken during his conversation with the officers.

The officers identified themselves as drug control officers and the suspect put his hands in the air and stated, “I don’t have any drugs.” Officers explained to the suspect the reason for the stop and the suspect replied, “I don’t have any drugs, you can check me and you can check the car.”

Officers performed a search of suspect with negative results. Officers then conducted a search of the vehicle. While checking the suspect’s motor vehicle, officers observed the hood was partially open.

Officers observed a large plastic bag containing heroin in excess of trafficking weight.

The male suspect, Wilfredo Guzman, 35, of Manchester, New Hampshire, was arrested for Trafficking Class A Drugs (28-99 grams) Within 1000’ of a School.
