Is that water safe enough to swim in?
I doubt it
If it's not routinely chlorinated, it's not safe for swimming!
A small fountain is easily contaminated because it's full of rain/runoff water, and miscellaneous trash/waste from the street. It has few gallons to dilute the bacteria, and it's recirculated so the bacteria won't wash away.

Judging from the amount of
Judging from the amount of blown-in trash I usually see building up in it during the day, I would say no. This is what we have the Frog Pond for.
Frog Pond isn't open yet
I found this out the hard way yesterday. Why does it open so late in the year?
