Your insane theory will go out the window when you discover that the owner probably lives in the same building. Keep shooting from the hip.

Nine people homeless

The Red Cross reports:

Family of 5 (one child) on the first floor, second floor vacant, family of four on third floor. We are providing emergency funds for food and clothing, and all nine will be staying in a hotel tonight paid for by donors to the American Red Cross.

We also provided referrals to those who lost medication in the fire.
