They probably want the same deal Rosenthal got for air right's financing and are questioning why they don't have it.

Other than some infrastructure build-out - what financing did Rosenthal get?

Rosenthal doesn't have to eat

Rosenthal doesn't have to eat the cost of building a deck or other structure over and adjacent to the pike. The cost is financed through a long term tax credit for those parts project. The savings in taxes offsets the costs of borrowing the money to build the additional infrastructure.
