Quite a few overhead trolley/streetcar wires, but still a horse-drawn hearse (and stables in the left of the photo), so I'll go for 1914. As for where, I'll take a guess at the Forest Hills area, only because the only reference I could find to "George W. Bail" mentions JP :-)

Since people are identifying this as K & 4th, does that mean that the house/building right of center between the two streets is that parking lot diagonal from Joseph's Bakery?
