Runaway teen from Boston found working in Providence strip club; man arrested for human trafficking

Boston Police report a 15-year-old is back in Boston and a Seekonk man under arrest as a pimp after an investigation into human trafficking that began last year.
Police say the girl was from police District E-5, which covers West Roxbury and Roslindale.
Investigators found her working at Cheaters in Providence.
Troy Footman of Seekonk, and formerly of Dorchester, "was believed to be recruiting young women from the Boston area," police say.
He was arrested outside the club on charges of operating without a license, sex trafficking of a minor and failure to register as a sex offender. Additional charges are likely, police say, adding Footman has a long history - BPD Commissioner Ed Davis dealt with him when he was still working in Lowell.
According to the Massachusetts Sex Offender Registry Board, Footman was convicted in 1986 of aggravated rape and in 1998 of pimping out a minor.

A rapist in 1986 and a trafficker in 2013
27 years of being a criminal scumbag. Maybe now's the time to make laws in this sorry state where we can execute people like this. He's clearly never going to grow up and stop breaking the law, so he should just die at this point. Does this piece of garbage have children or a spouse? Is he caring for an elderly parent? If not, there's really no reason for this person to exist.
And somebody explain to me how the holder of a LIQUOR LICENSE (which I presume a strip club in Rhode Island has) doesn't check the identification of a 15 YEAR OLD during a job application.
I am against the death
I am against the death penalty but maybe we could make an exception just this once?
