Citizen complaint of the day: What is he stuffing down that storm drain?

A concerned citizen reports on odd goings-on at a storm drain on Mildred Avenue in Mattapan:

Caller states an unidentified man has been stuffing bags of unknown contents down the sewer at the location everyday for the past year. He usually has a golf club or cane which he uses to push the bags down the sewer. Caller reports seeing the individual usually between 10am and 12 pm

If the poster simply talked to his neighbor about this issue, I'm sure they could arrive at a mutually-satisfactory resolution without any difficulty. Someone who stuffs trash down the storm drain every day for a year certainly sounds like a reasonable individual.

Seriously, though, as much as I hate the inevitable "Why did they post this to Citizen's Connect?" comments, this sounds like it's a job for the police rather than the mayor's office. And if it's been going on for a year, what took him(?) so long to report it?

If these are corn starch bags, I wouldn't have a huge problem with him shoving them down the drain.

Even allowing for the possibility that someone this selfish and lazy would be using environmentally-friendly bags, these are storm drains that probably (according to the little metal plaques) discharge into the Charles River. So I would think that a few people might have a problem with dumping shit into them.

I've seen more than 1 Chinese immigrant do this. I think it's commonplace there.
