I love City Hall. But that picture makes me think of that scene in The Dark Knight Rises in the prison.

I remember reading about City Hall was the goal was a design that gives openness and transparency. But when you look at it (except around summer-time sunset with shadows for an art-sy look), it cannot feel anymore opposite of that. This picture again supports that irony.
