Fire official indicted on fraud, larceny charges

A BFD district chief formerly in charge of procurement got a vendor to buy stuff for his own personal use, including a 52-inch HD TV, a gas grill, a living-room set, an elliptical machine and gift cards for Home Depot and Lowe, according to a 10-count indictment handed down by a Suffolk County grand jury today.

The state Attorney General's office charges Edward A. Scigliano IV, 45, used a city account to pay for the $14,000 worth of stuff - and that he had another vendor credit his credit-card accounts for more than $32,000 that was actually owed to the city of Boston.

Scigliano will be arraigned in Suffolk Superior Court on Nov. 25 on five counts each of procurement fraud and larceny, the AG's office says.

Scigliano had been on paid leave for 28 months while the charges, related to incidents between 2008 and 2011, were investigated. In a statement, Fire Commissioner Joseph Finn said he put Scigliano on unpaid leave today:

These allegations of misconduct are disappointing to say the least. I have a zero tolerance for anyone who betrays the oath of office of a firefighter and pledge to take swift, decisive action if warranted, at the resolution of this case.

Boston’s firefighters work their shifts day in and day out to protect the public. Professionalism, compassion and integrity are the way we do our job. Nothing less is acceptable.

I would hope that if he's convicted, he has to give back all his pay from the date of initial suspension.

I know an investigator very familiar but not directly involved in this debacle. Martha Coakley received massive fire union support in her losing race for Governor. That's public record. The Boston and State (PFFM) fire union have long hated Chief Scigliano due to his strict running of the Boston Fire Academy and a few basic reforms he tried to implement. There was internal BFD jealousy as Scigliano became a huge impediment to more connected candidates, topping every exam and making District Chief before age 40, mastering each job and the study material. Few could score ahead of him and he needed to be taken down quickly so others could advance. Don't forget, Chief Steve Abraira from Texas, another reformer who Menino brought into the BFD to straighten out the mess, was also run out of town, thankfully for him, without a Coakley indictment.

The fact that Martha Coakley would sit on this case that she's had for three years and only bring indictment ten days after her failed election is really, really shameless, even for Coakley. I believe she also waited for Menino's death, because he knew the truth. There's a reason they paid Chief Scigliano up until today, despite three years of telling him to stay home. It will mininimze the back pay and interest required when he's acquitted. Any cop could indict a Larceny Over $250 case in ten seconds. "Defendant did take and carry away, the property of another valued over $250, with the intent to permanently deprive." Three years to investigate, ma'am? Ten days after losing? Indicting a guy you're benefactors desperately want out? No sense of decency, even after what was done to the Amiraults and Tim Cahill? The wrong person is on trial.

Reformer? More like opportunist. Google Scigliano and Quincy PD. He was also a State PD reject. Never worked in a firehouse for more than a few months. Violated residence law with HQ and City Hall knowledge. Did well on the tests with plenty of time to study with his no show job at Moon Island. Was promoted chief before list died,even though there was no open position. Made money off recruits by mandatory purchases of clothing he sold,and charging a $1 a day for picking up sandwiches,sometmes $50 -60 per day.Google Boston Fire Academy Inc. and his home address pops up. A real POS ,hope he does long time.

As hopeful, prospective members of the Local 718 brotherhood, Boston’s firefighters have spent their formative years trying their damnedest to "get on the Fire." The sweetest, anti-taxpayer collective bargaining contracts, relentless shift-swapping and plenty of time for second jobs are our way of life. Nothing less is acceptable. Hey, who are you kidding? This is our birthright!

Home Depot gift cards? How pedestrian. If he was a big gambler and trying to pay off a debt, I might kinda understand...but a gas grill and elliptical machine?

The 2 year paid leave is the kicker. I'm at a loss for words.
