Build a replacement for the Long Island Shelter and a new mental hospital to consolidate overcrowded and antiquated facilities across the entire region. It could eliminate the shortage of homeless/mental beds in the entirety of New England with that much land if done right.

Aren't there a bunch of foolish rich guys trying to bring the Olympics to Boston contrary to the common sense of the other 3 million people living in Metro Boston? Careful - this is their plan B (or perhaps it was plan A all along).

Build a few 20 story buildings on the land. Just like the Southie waterfront. And relocate the New England Aquarium to Suffolk downs, also have a Shipyard builder Donald Mckay museum built on land, Eastie needs to bring tourist dollars to the community and adding a maritime museum to Eastie will be golden..

But what killed the Combat Zone and similar red light districts all across the U.S. was the one-two punch of the VCR and then the internet, allowing people to consume pornography in the privacy of their own homes. Brick-and-mortar sex shops are doing poorly due to online competition, like brick-and-mortar shops in many other sectors. Although you can still find streetwalkers around, most advertising and arranging of sex-for-money has gone online as well. (Assuming, of course, that you wanted to legalize prostitution, which is a whole other debate with its (pardon the pun) pros and cons.)
