Did you read the article in NY Magazine last year about Tide theft?

Apparently it's a big source of loss for major chains, and a big source of cash for the drug trade. If you get caught stealing Tide, the penalties are usually pretty small, so it's an easy target for people who don't really care about their arrest records.

Stealing Tide is pretty Old, (5 Years I think), and like many things, its connected to drugs.
