    I can't really see what's

    I can't really see what's happening here. Is the concrete underneath cracking, or just the tiles moving? A city spokesperson is saying that this is due to concrete expanding and contracting. I would accept that explanation if this were a slab on dirt, but if I understand what I've been told (and what the link I'm pasting here shows) there's an entire 'nother level underneath this one. It was originally intended as a fallout shelter, but heaven knows how it's being used now. Can this happen easily in the middle of the building?

    Why is this news? Put cones around it , so no one will trip over it and file lawsuit againts the city.The lighting in city hall needs to be replaced in the area where you pay your taxes and parking tickets, looks so gloomy and depressing.
