Departments which use firefighters as EMTs in ambulances sometimes have them carrying pepper spray because of dangerously violent patients which if otherwise not subdued would be an immediate danger to themselves or others. That's WAAAAAAY different than the guys riding the ladder trucks and making entry into burning buildings.

State laws does not say "a person can not do this while on duty as a firefighter". It is a policy set by individual fire departments.
