If it's dangerous, either talk to the person or call the police.
If it's not dangerous, but you think it's funny, and you simply have to post it to antisocial media, at least edit out the license plate number.

License plate numbers viewed in public are public.
Besides, that car is unusual and probably wouldn't need a plate to be known to belong to this, that, or some other person.
If you must grump on social media about other people on social media (using "clever" terms like "twatter" and "antisocial media" in order to be non-ironically anti-ironic), at least get this much straight.
