No trash pickup from snowbanks?

Our trash pickup is sporadic, recycling worse. This isn't our neighborhood, but the thing about not picking trash up from snowbanks? Then where are we supposed to put it?

Our trash is in the exact spot it would be if there weren't snowbanks. And based on this photo, I'm guessing it's the same deal for them. The only place for us to put trash that isn't in a snowbank is on the street, and I can't imagine that's an acceptable alternative.

Meanwhile, I've opened two Citizen's Connect complaints about our whole street missing trash pickup since Thursday, and nada.
