How do we know these are blanks? A shell casing would not contain the bullet after it's been fired. Is there some way to know from the casing that there was never a bullet?

Or are these "empty" shell casings?

Many blanks have the casing pinched closed. They're pretty distinctive.

Sometimes they are labelled as such or as Ryan M said, they have a distinctive look. Shot-spotter should also be able to tell the difference except if the projectile is subsonic.
