Gas company has been working on this intersection EVERY DAY for 4-6 weeks straight. In addition to the 10-15 years of frequently working on it! I hope the city finally drops the hammer on them for doing it the cheap way.

Assuming the pipe didn't freeze & burst but was damaged by construction work (note the metal panels & ladder), who pays the damages (& water cost) when this happens? I would hope the construction company, but I'm worried they don't. That's a lot of wasted water, not to mention what could be considerable damage to property and this stuff seems to happen a LOT in the city, unrelated to bursting pipes in the winter.
