Revere cop accused of beating kids; no, not that one, his girlfriend

Revere police officer Angela Halcovich was arraigned today on charges she beat two children in her care and then let her boyfriend, fellow Revere cop Marcos Garcia, beat them as well, the Suffolk County District Attorney's office reports.

A Chelsea District Court judge set bail at $2,500 for Halcovich on two counts of aggravated assault and battery with a dangerous weapon and two counts of assault and battery on a child under the theory of wantonly or recklessly allowing another person to commit assault and battery on a child, the DA's office reports.

Abuse is hitting children.

The "reason" does not matter. Hitting children is abuse.

Walk up to an adult stranger and spank them and see what happens.

I was asking about causes, so that the causes could be addressed, so it doesn't happen to other children.

In America today, a substantial majority of parents (around 70%) believe spanking children is acceptable, and an even larger majority actually do it. Spanking remains legal in all 50 states. In 19 states spanking at school is even still legal. So no, it's not over, not by a long shot.

Nor is this specific case about spanking, but about injuries to children sufficient to leave visible bruises. If the investigation had just found spanking, no charges against the parents would be forthcoming.

In addition to the questions of morality (dubious) or legality (assured), parents should consider the likelihood of child welfare investigations before they spank their children.

As they say for other situations, "you can beat the rap, but you can't beat the ride." Approximately 37.4% of children endure a child protective services investigation by age 18 years. For African American children, the rate rises to 53%, and for Asians/Pacific Islanders the rate is only 10.2%.

The default for bail is personal recognizance, and the odds are that she will turn up in court when summoned.
