Three alleged Cambridge chuckleheads charged with shooting up Chinatown

Three Cambridge men were arrested early this morning after Boston Police officers on routine bar-closing patrol started hearing gunfire in the area of South Street, the Suffolk County District Attorney's office reports.

They responded to the area and found three men hunched down and apparently trying to flee near the corner of South and Tufts streets.

After expressing relief at the officers' arrival, the men pointed toward Kneeland Street and said, "They went down there in a black Magnum." The officers broadcast a description of a black Dodge Magnum in connection with shots fired, headed toward Kneeland Street, and soon spotted such a vehicle taking a right turn off of Utica Street and heading in their direction.

Dario Santos, Jr., 23, Eric Small, Jr., 22, and Kadeem Winspeare, 22, were arrested on charges of unlawful possession of a firearm, unlawful possession of ammunition, unlawfully carrying a loaded firearm, discharging a firearm within 500 feet of a building and possession of a Class D substance with intent to distribute, the DA's office says.

Prosecutors asked that Winspeare be locked up for violating bail on an outstanding drug-distribution charge out of Cambridge and that his bail for the new offense be set at $100,000 based on a record that includes defaulting on six other charges. Judge Raymond Dougan, Jr., instead set bail at $1,500 and declined to revoke his earlier bail.

Dougan did agree with a request from prosecutors to set bail at $5,000 each for the other two.

Innocent, etc.

declined to revoke Winspeare’s open bail and set his new bail at $1,500.

What could have prevented this: tougher gun laws (MA already has some of the toughest gun laws in the country) or a court system that is actually willing to put criminals away? These people have no fear of just letting some rounds fly in public

in this country when more than half of the other states basically give guns away. Only state that bucks this trend is Hawaii, because good luck getting a gun from Virginia/Idaho/Texas etc to Hawaii. With you however on the fact that these thugs were let off way too easy.

Sports and academic accolades mean little when during your off time you're beating your own mother and shooting up China Town.

Before you go casting judgment on these individuals you know the fact. God says " when you judge people he will judge you in the same manner" and before you go taking the sawdust out of someone's eyes, just remember that you have a plank in your's first that you need to remove.

...this is par for the course.

I was assaulted with a deadly weapon (while trying to defend a woman) in August by two thugs. Spent my night in the emergency room, racking up thousands in medical expenses, and the two clowns that did this had $250 and $500 cash bond offered. One of them was a 2 time felon, and both have since skipped their court dates.

Absolute joke of a justice system here.

Just a few links. It looks like he actually is taking each case with no bias since he's ignored rap sheets, and histories of repeat offenders.

Very frustrating. I'd like to see criminals punished to the full extents allowed by our laws.

Where he's from, where he attended schools, who appointed him, any organizations he's involved in, etc.,

Just searching his name brought up many hits. He's obviously a piece of work. It's guys like this that give judges and lawyers a bad name. Unbelievable the state commission dropped proceedings against him, but defense lawyers have uber power and influence in this state. There should be MAJOR outrage by the general public over this judge's proven and consistent behavior of disregarding basic law and and the general safety of the public. One other example is he dismissed DUI charges against a Peru native caught driving with a blood alcohol level twice the legal limit because he said it was in the best interest of justice since the man would have faced deportation proceedings if he were convicted. He let a man with multiple domestic violence charges out on very low bail with no requirement to attend anger management classes.

From the Globe, April 6, 2012:

Defense lawyers have rushed to Dougan’s side, accusing Conley of attempting to intimidate judges who do not do what he wants. They insisted that Dougan, appointed by Governor Michael S. Dukakis, is simply “independently exercising his discretion’’ and that Conley does not like it.

My guess is he lives in Weston or some other millionaire suburb, where he doesn't need to worry about all the fine upstanding law-abiding fellas he has sprung from jail.
