Guy with gun shot first, community leaders say

Police and prosecutors showed video of Friday's Devon Street incident to community leaders, who afterwards told the Globe it was pretty clear that the man fatally shot by police fired first - just as officers were getting out of their cars to investigate a report of a shooting.
The man, Peter Fanfan, 29, has a long record that includes gun-related and auto-theft arrests.

So how was he out with multiple felonies in a span of 5 years? Did he do the mandatory minimum for unlicensed possession of a firearm?

I understand why the rank and file don't want them but whenever there is an incident the brass scrambles to find video's of the incident to show to community leaders. What is going to happen when there is no video of a police shooting?

America, be prepared to be horrified at the daily behavior of your citizens. Get ready to see how awful people behave on a regular basis. It's going to get pretty ugly with those cameras.
(Hopefully I'm wrong, and maybe when the people we interact with start behaving civilized because of the cameras, crime will plummet).

The cameras will work both ways, plenty of people are downright awful, and provoke police intervention (rightfully so too, the intervention that is), and a minority of police are bad actors, who will also be caught on camera. This is a win-win for all, as the decent and hard working officers (full disclosure, I come from an extended family of officers, but am not one myself) will be shown to behave in the professional and competent manner in which I regard the Boston Police, and the bad actors can be sorted out. Everyone wins

Considering that it's common to leave "is"/"was" out of headlines before verbs, this headline could literally mean its own opposite.
