Roscoe D. Eutsay, 25, of Dorchester was arrested and charged with Assault and Battery by Means of a Dangerous Weapon, failure to Stop for Police, Using Without Authority, Threats to Commit a Crime, Attempted Arson of a Motor Vehicle, Trespassing, and Driving to Endanger.
