Can't directly hold the parents' responsible by taking away their direct benefits and housing. But it would make sense to void the benefits allocated to the specific child. If it was no longer lucrative to have bastard children and skim off their benefits the parents would either lay down the law on their children (to keep the money flowing) or not have them at all.
Right now there isn't much incentive to be a good parent or a good kid. The benefit payout to having bastard children or being an "at risk" child is higher than being on the straight and narrow. A rather sad an unintended consequence of society trying to help people out and instead propagating the behavior society sought to eradicate with the help.
Of course it's been the same deal since plebe welfare, probably even longer than that, so don't expect anything to change.

Sanction the parents for not raising their child properly, and hold them liable for costs and emotional distress to the victims.
