Police: North End man dons bulletproof vest before threatening people with two butcher knives

UPDATE: Bail set at $25,000.

A North End man faces arraignment tomorrow on charges of assault with a dangerous weapon and wearing a bulletproof vest in the commission of a felony for an incident early this morning on Cooper Street.

Boston Police report Steven Lacolla, 26, was outside 17 Cooper St. around 3 a.m. "yelling and threatening a group of people gathered in the street." While, police add, wearing a bulletproof vest - and wielding a butcher knife in each hand.

When the suspect saw the officers approaching, he turned away from the crowd and began to walk towards them, still armed with both knives. Officers maintained their distance while giving numerous verbal commands to the suspect to drop the weapons. After several tense moments, the suspect placed the butcher knives on the ground and was taken into custody without further incident.

I don't know if it's training, culture or just street smarts but BPD's approach to subduing armed criminals continually impresses me.

and I was trying to sleep, I'd get really pissed off,too. I'm just making an assumption, who knows what really happened, but I'd be interested to in clarification from prosecutors and the defendant.

What kind of 'bullet-proof' vest was he wearing? The whole thing needs clarification.

Wearing a bulletproof vest is not illegal.

However, donning one then threatening someone with a dangerous weapon indicates pre-meditation of their acts and that they were expecting trouble, either from those they were confronting (civilians?) or police.

Same is true of police scanner radios. Very legal to own and listen-to. However if used for purposes of monitoring police locations in order to commit a felony crime, it then becomes illegal and another charge if caught.

Also true of an auto. OK to own and drive. Willfully mowing people down, becomes illegal.

But my understanding of Mass weapons laws is that a few of them (as well as associated items) only become illegal to 'carry" when you're found to be in the commission of a crime.

Armed Robbery while masked adds a minimum 5 years to any robbery offense, and if you use a firearm, add another 5 years.
