An MBTA enigma wrapped in a puzzle wrapped in a conundrum

The Outraged Liberal wonders:
... Why did the MBTA feel the need to place bus shelters on the newly re-opened busway in Kenmore Square? Is it because the $32 million project features a canopy that may (stress may) look nice but is incapable of keeping riders dry when the rain and snow trickles in between the glass plates? ...

Not what it's supposed to look like
I walk by the station every day and the glass they've attached isn't at all what the design pictures looks like. http://mbta.com/about_the_mbta/t_projects/?id=992 There are 2 foot gaps between each piece of glass in the actual building, but the design looks like they are supposed to overlap like a shingled roof...
Methinks temporary
I noticed the shelters, too.
The glass canopy is clearly not finished. You can see that there are armatures up that will be fitted with more glass panels. I think the standard ugly shelters are there until the glass is all up.
Certainly that's what I hope.
more importantly, what is
more importantly, what is taking so long for it to open?
its been what, 3 or 4 years since they started construction? i havent seen a worker at this site since the spring or summer?
