...is in my opinion, what happens when you hire relatively inexperienced architects to build what is essentially, a spare piece of City Hall wrapped in glass. (Which is therefore an achievement, because lots of glass automatically = wonderful these days)

Ever notice the horribly visible HVAC mountain on the roof? It speaks volumes to me.
