Are folks ever going to learn to lock up their valuable copper? You wouldn't leave your tools unattended and unguarded at a job site, why would you leave copper lying out?

These guys were probably working on the site and knew where the wire was kept. They appear to have had access to a site that was otherwise locked.
Otherwise, leaving copper out is crazy. We cut three 8' lengths of it out of a wall when we renovated the kitchen and put it outside with the trash around 1 am. It was gone by 7 am, even though we live on a very tiny dead end street! That's an amazingly high vapor pressure for a metal.
