There's no rule that says you can't park within 4 feet of a driveway. You just can't block it. Yeesh.
If people block your driveway, you report it to 911 and they get towed.
99% of the time a car
99% of the time a car blocking your driveway is not an emergency, it's an annoyance. Don't call 911. Call your local district police station's non-emergency number or the Boston parking enforcement people (BTD).
Have Boston Police changed their policy, then?
The last time I tried calling my local police station for some non-emergency issue (a loud party), they told me to call 911.
You have it right
If it's something that you want an officer to come and deal with, then you need to call 911 because that puts you in touch with the dispatcher.
Calling the front desk number is for questions or concerns with the precinct itself like when I saw a BPD cruiser missing a headlight recently.
My Favorite
No Parking Opposite Driveway - seen in my neighborhood across from some old guy who shouldn't be driving who can't seem to maneuver his giant boat out of his driveway if there is a car across the street.
On the other side of the hill, it is "Bingo Nite Participants are Without Sin Parking" across whatever convenient curb strip or driveway is around (for a classic example of St. Joe's parishoner parking habits, click here), and the cops won't tow unless you threaten to modify the offending car.

Wouldn't an official sign be 8 feet off the ground, not at kneecap level?

What if somebody swerved to avoid hitting a pet and hit the sign?
