August is an eternity away for Ted Kennedy. If he is in reasonably good condition, I would all but guarantee that he will deliver the keynote. But he's about to start radio/chemo for the part of the tumor they couldn't remove yesterday and he may not be in any condition to make anything more than a token appearance. In which case I would expect to see Bill Clinton make the keynote.
