MBTA to train operators: Get off the phone and drive

I just read the linked article, and this puzzles me:

MBTA train operators are expressly prohibited from using cell phones on the job

Does this mean that it's NOT prohibited for MBTA bus operators to blab on their cells while on the job?

It's always bugged me more

It's always bugged me more when bus drivers are on their cell phones, especially at rush hour. I was on the 39 recently, and I spent the whole way from Back Bay to JP watching one of the driver's hands gesticulating as she chatted. I assume the other was holding the phone, so I have no idea how she was steering.
