Geesh, I really love it when operators of heavy equipment are default excused for their lack of ability to account for such unexpected phenomenon as THE SUN. That might actually require some driving skills!
Might be easier if her head wasn't in permanent shade.

if they mayor really thought that the driver was in the wrong, he would've made a big stink and called the cops, press, etc...
