Why do I not see much in the way of damage to the tan car?
Where's the front plate on the tan car? Did it really have green plates?
The clothing of the driver (and the belly profile) pretty closely match BFD dress code, and police/fire are practically the only people who buy those cars.
Those pictures look pretty interesting; anon is right, I don't see any damage. Of course, the victim is most likely the one who got rear-ended and no photograph shows specifically that angle. The one angle that is close enough to the bumber doesn't show a crumbled rear. But, what does alarm me is the airbag deployment. Airbags have at times caused severe burns.
