You can sort of see it from satellite - there is a seating area around a vent or other open shaft down toward the garage area. It is part of the plaza that is on top of the building, which is on the side of a hill. The seats and backs form a "railing" of sorts, but they are low and squat so as not to detract from the brutalist mode of design. That also makes them somewhat ineffective.

I wonder if something has changed, though, if this is the second incident in two days. Was there a top railing that was removed? Did they exile smokers to this area? Could be any number of things.

I don't understand how people can fall 30 feet and still survive. Especially when pretty much the entire structure is concrete.
