It was hard to provide color, as I spent a lot of time looking at ballots, and it was difficult to know how the count overall was progressing. But at least I got you the result far faster than any other outlet, right? : )

Yes

They could not account for 17 ballots across five precincts recounted. However, even if all 17 of those ballots voted for Wilkerson, it would not affect the result.
Hence the reason we can say Sonia Chang-Diaz won.
