No, you should not discriminate against old people, since this would be unfair to the old people with good eyesight and reflexes and concentration.

But if the police were to start frickin enforcing traffic laws, many of the old (and young!) people who have poor eyesight and poor reflexes and poor concentration would have had their licenses revoked long before they actually harmed someone. I'd imagine that most people who (allegedly) plow into a woman after not having seen her probably also pretty frequently don't see stop signs, lane markings, people stepping into crosswalks but not yet in the car's path, etc. I see people doing all of this stuff on a daily basis in view of cops who don't pull them over.

Today I was behind a car that had its left blinker on for about a mile. Then I let a cop car pull in in front of me. Cop car followed Mr. Blinky for about another mile. Mr. Blinky turned right. Cop kept driving along. Why not pull the person over and see what's going on that's keeping them from paying attention to their driving? I'm not saying to issue a huge fine or anything even, but let's not just condone this kind of thing.
