When it's towering above us, foreboding, without even an obvious entrance, it's not exactly an inviting building of the people.
I did once read a sci-fi book in which Earth was occupied by totalitarian giant lizard-men invaders from outer space. String a couple banners with alien symbols down the front of the structure, and we've got their headquarters. Complete with a barren red-brick security buffer, guarded by energy beams shot from their alien lances.
Have we ever solicited designs to fix the external architecture of city hall? Accolades all around for any team who fixed it in a cost-effective manner.
That's the worst job I've seen at faking depth of field in a long, long time.
Also, what's with all the fake DoF photos I've been seeing recently? Did I miss the memo that this is the new version of that fad a couple years ago with everyone on deviantart and flickr discovering that to can use a mask to selectively desaturate a photo?

Connectivity
Somehow, city hall in miniature looks like some sort of fancy multi-pin adapter for connecting various computer parts.
Either that, or some sort of heat sink or other thingy on a motherboard.

Hey!!
It would probably look better as a model for a trainset. I bet it would be cool.
