That's what I would call an asphalt arroyo - no relation to Felix. There seem to be quite a few of them in that area.

An asphalt arroyo is a section of road that is dry most of the time, but can flash flood in heavy rain conditions. Like a dry stream bed - arroyo - in a desert that suddenly floods in inclement weather.
