It's interesting that Charly approaches this bill as an "access" initiative. The reality is that lower income people still do not have access to good healthcare anymore than they used to. Instead, they're required to get some kind of healthcare they can fit into their budget but when they attempt to "access" that healthcare they can't afford the $2000 deductible.
