Possible responses
1) Spec Ops? Nice. You won't be living *that* one down in the precinct any time soon.
2) Now, *this* is why we need to put assault rifles in beat cops' cars. What if a Spec Ops officer goes down, like this one did? Who's going to shoot him through his armor to put him out of his embarrassment?
Or...
3) Although it's true that the mounted unit is being disbanded, you should NOT attempt to repurpose any remaining horseshoes.

The foot is actually pretty complicated and pretty important...
I hope it all heals up quickly.
Footwear
I take it the guy wasn't wearing steel toe/shank boots.
They are heavy, but they do prevent this type of accident in places where there is a lot of metal scrap around. I can see why the cops wouldn't wear them though.
